Do I need a license or permit to open my business?
A Certificate of Occupancy is required for all new businesses, a change in use, a change in a business name, or a change in owner for a single space, tenant or building.
How do I obtain a Certificate of Occupancy?
- Submit a Certificate of Occupancy application.
- Application is reviewed by staff to ensure the use is allowed within the subject zoning district.
- If a Special Use Permit is required, the application will be submitted to both Planning and Zoning Commission for recommendation and City Council for approval of the use.
- Once approvals are received, requests for inspections can be made:
- Building
- Fire Safety
- Health (if appliable)
- Once final inspections are completed, a business can begin operations.
What other licenses are required for the City of Roanoke?
The City of Roanoke does not issue separate business licenses. The Small Business Development Center (SBDC) is a nationwide network supporting small businesses with resources and expertise for startup, growth, and success. Its mission is to provide consulting, workshops, market research, and access to capital to entrepreneurs.

Lift Fund: Community Development Financial Institutions (CDFIs) lend to small businesses who may not be well served by main street banks. They also provide financial advice and training to help business owners make the most of their opportunities.
Start a Business in Texas: Texas offers the best business ecosystem in the nation and has frequently been named the best state to start a business. We divided the process of starting a business into seven basic steps.
Texas Comptroller of Accounts: You must obtain a Texas sales and use tax permit if you are an individual, partnership, corporation or other legal entity engaged in business in Texas and you: sell tangible personal property in Texas; lease or rent tangible personal property in Texas; or sell taxable services in Texas. There is no fee for the permit.
