Title VI
Title VI of the Civil Rights Act of 1964
As a recipient of federal financial assistance, the City of Roanoke is committed to ensuring full compliance with this law, which prohibits discrimination on the basis of race, color, national origin, age, sex, or disability in any program or activity that receives federal financial assistance. Additionally, the Civil Rights Restoration Act of 1987 clarifies Title VI enforcement by mandating that Title VI requirements apply to all programs and activities of federal aid recipients regardless of whether any particular program or activity involves federal funds. In addition to these two named laws, the City will ensure full compliance with all other relevant laws and statutes prohibiting discrimination, including 49 C.F.R. Part 21 (Depart of Transportation Regulations for the Implementation of Title VI of the Civil Rights Act of 1964).
It is the policy of the City of Roanoke that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination in any operation of the City of Roanoke as provided by Title VI of the Civil Rights Act of 1964 and related statutes.
This policy applies to all operations of the City of Roanoke, including its contractors and anyone who acts on behalf of the City of Roanoke. This policy also applies to the operations of any department or agency to which the City of Roanoke extends federal financial assistance. Federal financial assistance includes grants, training, use of equipment, donations of surplus property, and other assistance.
Title VI Coordinator
In accordance with Title VI, the City of Roanoke has designated a Title VI Coordinator to oversee and coordinate compliance efforts.

Translation & Interpretation Services
Upon request, the City of Roanoke will provide appropriate aids and services to ensure effective communication and equal access for individuals for whom English is not their primary language. Examples include City employee translation services, Google Translate, etc..

The City of Roanoke has developed a Title VI Plan, used to explain how the City incorporates the requirements of Title VI and related legal authorities into its operations.
